Saba is a five-square-mile island in the northeastern Caribbean Sea. Together with the islands of St. Eustatius and Bonaire, Saba is a part of the Kingdom of the Netherlands. Since Saba Island is a part of the Netherlands, international agreements governing that nation apply to its trade and foreign relations. In December 1610, the two nations agreed to a Treaty of Peace and Open Commerce, which promised unlimited access and pleasant greeting for their respective citizens with any requirement for safety or safe conduct. In addition to having an embassy in The Hague, Morocco also maintains general consulates in Amsterdam, Rotterdam,’s-Hertogenbosch, and Utrecht.

The Fiscal Agreement and Convention between both nations was presented by the Finance Ministry on September 27, 1993. Following the legislation, certain procedures must be followed by native citizens to be excluded from or to get a reimbursement of taxes. The tax agreement between both countries was updated in 2008 to strengthen collaboration in the fight against tax evasion, which was first agreed upon in 1993.
